What is it called when troops employ foreign aid as a combat against insurgents and guerrilla movements?

Like, when countries go in and instead of just pulling the trigger hoping to eliminate by force the insurgents, the goal is to win the people over by giving them things they need/want and providing aid. I know it might be a bit vague, sorry.
