What actually creates jobs and what inhibits job creation?

Boeing is trying to create 1,000 non union jobs in South Carolina. That is freedom for a business to move to an area where it is more economic for them to do so. The National Labor Relations Board is trying to force them to create Union jobs. A perfect example of government interfering in private enterprise.
