I have a 256MB ATI graphics card, and Red Faction : Guerrilla is lagging?

I reduced the texture the shadows & everything to the lowest, even the resolution, and still whenever i point the gun to the floor everything is smooth, but when i point towards enemies or anything else i experience lagging
